Emissions reporting

Effective measurement, reporting and verification (MRV) of greenhouse gas emissions (GHG) and emissions reductions is one of the critical steps governments and businesses are taking to tackle global warming and make a difference to our planet.

Setting up MRV systems helps countries in many ways. Firstly to understand GHG sources and trends, but also to design strategies, and to take other policy actions. A well functioning national MRV system is essential if Sri Lanka is going to meet the goals it committed to through the Nationally Determined Contributions (NDCs), submitted under the Paris Agreement.

MRV systems are also good for industry. They provide critical information about emission sources and trends, helping businesses to increase their energy efficiency and take decisions on where to reduce their emissions. MRV systems are key elements to guarantee transparency, precision and comparability on climate change information.

Helping Sri Lanka meet its international commitments

We are working with government, energy experts and industries to establish and implement an MRV framework and system for industrial sector GHG emissions. This will enable the government of Sri Lanka to gather the data it needs to report against its NDCs commitments.

This involves:

Progress update

In 2023, a new MRV system was established by the Ministry of Environment’s Climate Change Secretariat (CCS). The Central Environmental Authority, Department of Census and Statistics, and Sri Lanka Sustainable Energy Authority are now working hand-in-hand with the Ministry of Environment to gather, refine, analyze and report industrial emissions data. The CCS and UNIDO are now working in partnership with other stakeholders to support the roll out of the industrial MRV system.

MRV working group

Sri Lanka’s Climate Change Secretariat leads the working group set up to oversee and guide the implementation of this body of work. With participation of a mix of government bodies and departments as well as private companies, the Working Group meets on a quarterly basis. Members of this group include: Policy Division of the Ministry of Industries, Ministry of Plantations, Industrial Development Board, Sri Lanka Sustainable Energy Authority, Board of Investment Sri Lanka, Central Environmental Authority, Department of Census and Statistics, Ceylon Electricity Board, Geological Survey and Mines Bureau, Ceylon National Chamber of Industries, National Experts Committee on Climate Change Mitigation, Sri Lanka Climate Fund, Lanka Electricity Company, Ceylon Petroleum Corporation, Sri Lanka Tea Board, Lanka IOC PLC and Litro Gas Lanka Limited.
